Bill 13 defines bullying as the aggressive and typically repeated behaviour by a pupil where: 1. the behaviour is intended by the pupil to have the effect of, or the pupil ought to know that the behaviour would be likely to have the effect of: a. causing harm, fear or distress to another individual, including physical, psychological, social or academic harm, harm to the individual’s reputation or harm to the individual’s property; and / or b. creating a negative environment at a school for another individual. 2. the behaviour occurs in a context where there is a real or perceived power imbalance between the pupil and the individual based on factors such as size, strength, age, intelligence, peer group power, economic status, social status, religion, ethnic origin, sexual orientation, family circumstances, gender, gender identity, gender expression, race, disability or the receipt of special education; 3. for the purposes of the definition of “bullying” behaviour includes the use of any physical, verbal, electronic, written or other means; 4. for the purposes of the definition of “bullying” behaviour includes bullying by electronic means (commonly known as cyber-bullying), including: a. creating a web page or a blog in which the creator assumes the identity of another person; b. impersonating another person as the author of content or messages posted on the internet; and / or c. communicating material electronically to more than one individual or posting material on a website that may be accessed by one or more individuals. Havergal College, through active and passive supervision, strives to create a learning environment (on and off campus) that inhibits bullying behaviours. Education in both Junior School and Upper School in classes, Forms or Teacher Advisor groups develop in students an understanding of bullying, the various forms it may take, the roles individuals may play in bullying behaviour, how to identify, address and prevent bullying behaviour, and the people to seek out to discuss or report incidences of bullying in our community. We depend on all members of the community (students, faculty, staff and parents) to bring to the attention of administrators and / or Guidance Counsellors incidents of bullying affecting a member or members in our community. Through the process of progressive discipline, the school will take action to address the behaviour of the bully while providing support for the victim. Repeated incidents may result in suspension or expulsion.
