Bill 13  lays bare  the defini on of bullying. Bullying  is  the aggressive and  typically  repeated  behaviour by a pupil where:  1. the behaviour  is  intended by  the pupil  to have  the effect of, or  the pupil ought  to know  that  the behaviour would be  likely  to have  the effect of:  a. causing harm,  fear or distress  to another  individual,  including physical,  psychological,  social or academic harm, harm  to  the  individual’s  reputa on or harm  to  the  individual’s property, or  b. crea ng a nega ve environment at a  school  for another  individual, and  2. the behaviour occurs  in a  context where  there  is a  real or perceived power  imbalance  between  the pupil and  the  individual based on  factors  such as  size,  strength, age,  intelligence, peer group power, economic  status,  social  status,  religion, ethnic origin,  sexual orienta on,  family  circumstances, gender, gender  iden ty, gender expression,  race,  disability or  the  receipt of  special educa on;  3. For  the purposes of  the defini on of  “bullying” behaviour  includes  the use of any physical,  verbal, electronic, wri en or other means;  4.  For  the purposes of  the defini on of  “bullying” behavior  includes bullying by electronic  means  (commonly  known as  cyber‐bullying),  including,  a. crea ng a web page or a blog  in which  the  creator assumes  the  iden ty of another  person;  b. impersona ng another person as  the author of  content or messages posted on  the  internet; and  c. communica ng material electronically  to more  than one  individual or pos ng  material on a website  that may be accessed by one or more  individuals.  Havergal College,  through ac ve and passive  supervision,  strives  to  create a  learning environment  (on and off  campus)  that  inhibits bullying behaviours. Educa on  in both  Junior School and Upper  School  in  classes, Form or Teacher Advisor groups develops  in  students an understanding of  bullying,  the  various  forms  it may  take,  the  roles  individuals may play  in bullying behaviour, how  to  iden fy, address and prevent bullying behaviour, and  the people  to  seek out  to discuss or  report  incidences of bullying  in our  community.   We depend on all members of  the  community  (students,  faculty,  staff and parents)  to bring  to  the  a en on of administrators and/or Guidance Counsellors  incidences of bullying affec ng a  member or members  in our  community.
